국문 초록

이 연구의 목적은 뉴노멀 시대 변화되는 디지털 환경변화에 따른 분야별 보안 방향을 분석하고 이를 통해 변화되는 여러 환경변화에 대응하기 위한 국방 보안정책 방향성을 제시하는데 주된 목적이 있다. 이 연구는 최근 변화된 보안 방향에 관한 학술적 연구와 보안 분야 전문가 중심으로 질문을 통한 답변을 분석하고 및 최근 언론 내용 분석을 적용한 질적 연구를 병행하였다. 분석된 결과 중 일부는 텍스트마이닝 분석을 통해 데이터 시각화하였다. 본 연구의 결과는 다음과 같다. 첫째, 물리적 보안 분야 변화 특징은 디지털 시대 사회에 접목된 디지털 장비를 활용한 디지털에 비중이 증가하고 융합된 물리 보안으로 변화되고 있다. 둘째, 사이버보안 분야 변화 특징은 비대면 디지털 사용 증가로 사이버보안 위협 유형이 다양성과 수적 면에서 증가하고 있지만 방호를 위한 전문인력 부족, 관리자와 구성원의 보안의식 둔화, 보안프로그램 대응 한계점 등이 있다는 점이다. 셋째, 뉴노멀 시대 보안의 중점은 정보보안, 네트워크 보안, 암호학, 개인정보 보호 등 여러 분야의 지식이 융합되어 있다. 이를 새로운 보안 솔루션을 개발하는 기술적 보안영역과 관리적 보안영역을 접목하는 융합 보안 분야로 발전시켜 다양한 현장에서 발생하는 보안 위협에 효과적으로 대응해야 한다. 이 연구는 물리적 보안과 사이버보안의 시대적 변화에 따른 동향에 대한 핵심 요인을 도출하고자 한다. 그리고, 최근 보안 사고사례와 전문가 의견을 바탕으로 관리적 보안영역을 포함하여 빠르게 변화되고 있는 보안환경에 대응하기 위한 융합 보안 분야 측면에서 국방안보 분야에 기초적 자료를 제공해 줄 것으로 사료된다.

영문 초록

The main purpose of this study is to analyze the security direction of each field according to changes in the digital environment in the new normal era and to present defense security policy directions to respond to various environmental changes. This study conducted an academic study on the recently changed security direction and a qualitative study applying in-depth interview techniques and content analysis, focusing on experts in the security field. Some of the analyzed results were visualized through text mining analysis. The results of this study are as follows. First, the characteristics of environmental changes in the physical security field are increasing in proportion to cyber using scientific digital cyber equipment and changing to converged physical security. Second, the characteristics of environmental changes in the cybersecurity field are that the types of cybersecurity threats are increasing in diversity and quantity due to the increase in non-face-to-face online use, while there are limitations in responding to security programs, a lack of professionals for protection, a slowdown in security awareness of managers and members, and limitations. Third, the focus of security in the new normal era should be to effectively respond to security threats at various sites by converging knowledge from various fields such as information security, network security, cryptography, and personal information protection into a convergence security field that combines technical and administrative security areas to develop new security solutions. Based on recent security incident cases and expert opinions, this study is expected to derive key factors for trends in the times of physical and cybersecurity and provide basic data on defense security in terms of convergence security to respond to the rapidly changing security environment, including the administrative security area.
