국문 초록

이 연구는 IB 교육정책의 실행 수단으로 설립된 일본 문부과학성 IB 교육 추진 컨소시움의 활동을 살펴보고, 국내 IB 교육정책 추진에 주는 시사점을 탐색하는 것을 목적으로 한다. IB 교육 추진 컨소시움은 IB 교육 확산의 효율성을 도모하기 위해 문부과학성 산하의 독립기관으로 2018년에 설립되었다. 일본은 IB를 글로벌화에 대비한 교육으로 인식하여, 2013년부터 국가 주도로 IB인정교 및 후보교를 200개교로 증가한다는 명확한 수치를 내걸고 도입했다. 이에 본 연구에서는 달성 목표가 이루어진 오늘의 상황(2024년 집계 247개교)에서 IB 교육 추진 컨소시움이라는 정책 실행 수단의 역할과 과제를 탐색하고자 한다. 본 연구는 일본 문부과학성 IB 교육 추진 컨소시움의 홈페이지에 게시된 정보와 컨소시움 관계자 협의회 회의록 및 회의 자료, 컨소시움 설치에 관여한 관계자의 의견 등에 기초한다. 이를 토대로 특정 지역교육청이 적극적으로 IB 교육을 도입하고 있는 한국의 상황에서, 국내 IB 교육정책 수립과 행정적 지원의 체계를 마련할 때 고려할 사항과 시사점을 도출하였다.

영문 초록

This study aims to examine the activities of the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) IB Education Promotion Consortium, established as a means of implementing IB education policies, and to explore implications for promoting IB education policies in Korea. The IB Education Promotion Consortium was established in 2018 as an independent institution under MEXT to enhance the efficiency of IB education dissemination. Japan has recognized IB as an education system preparing for globalization and has adopted it as a national initiative since 2013, with a clear goal of increasing the number of IB authorized and candidate schools to 200. In this context, this study seeks to explore the roles and challenges of the IB Education Promotion Consortium as a policy implementation tool in the current situation, where the target has been achieved (247 schools as of 2024). The study is based on information posted on the official website of the Japanese MEXT IB Education Promotion Consortium, meeting minutes and materials from consortium-related stakeholder conferences, and opinions from individuals involved in the consortium’s establishment. Based on these findings, the study draws considerations and implications for structuring domestic IB education policies and administrative support systems in Korea, where regional education offices are actively adopting IB education.
