소방공무원 동료상담사 양성교육 매뉴얼 개발 및 유용성 평가

국문 초록

본 연구의 목적은 소방공무원의 직무 특성과 심리적 요구를 반영한 동료상담사 양성 교육 매뉴얼을 개발하고 그 유용성을 검증하는 것이다. 매뉴얼 개발은 기존 프로그램 및 문헌 고찰, 현장 동료상담사 대상 요구도 조사, 매뉴얼 구성 및 초안 개발, 교육 실시, 교육 유용성 평가, 매뉴얼 수정 및 최종 개발의 총 6단계 절차로 수행되었다. 요구도 조사 결과, 동료상담사들은 상담 수행의 어려움으로 ‘전문 지식 부족(36.4%)’과 ‘실제적 상담기술 부족(27.3%)’을 주요 요인으로 꼽았으며 우울·불안·자살위험·트라우마 영역에 대한 실습 중심 교육 요구가 높게 확인되었다. 이를 반영하여 본 매뉴얼은 상담 단계를 구조화하고, 각 단계에 행동활성화, 인지재구성, 문제해결훈련, 신경계 안정화 및 이완훈련 등의 인지행동치료 기반 개입을 적용하였다. 소방공무원 85명을 대상으로 매뉴얼 교육과 유용성 평가를 실시한 결과, 강사역량(M=4.49), 교육내용(M=4.38), 학습동기(M=4.41), 전이동기(M=4.34), 자기효능감(M=4.28) 등 모든 하위 영역에서 높은 수준을 보였다. 특히 교육훈련전이의 지속성을 확인하기 위해 교육 직후(M=3.86)와 3개월 후(M=3.72)를 비교 분석한 결과, 두 시점 간 통계적으로 유의한 차이는 나타나지 않았다(t=1.39, p=.16). 이는 시간이 경과함에 따라 교육 효과가 감소할 것이라는 일반적인 예측과 달리, 교육 3개월 후 시점까지 유의미한 감소 없이 안정적으로 유지되었음을 시사한다. 이러한 결과는 본 매뉴얼이 소방공무원의 정신건강 지원을 위한 근거기반·현장적용형 교육모델로서 실질적 유용성을 지님을 입증한다. 또한 체계적인 개발 절차를 통해 표준화된 교육체계 구축의 가능성을 확인하였으며, 향후 교육훈련 및 제도적 정착을 위한 기초자료를 제공한다는 점에서 의의가 있다.

영문 초록

The purpose of this study is to develop a training manual for peer counselors that reflects the job characteristics and psychological needs of firefighters and to verify its usefulness. The manual development was conducted through a six-step process: reviewing existing programs and literature, conducting a needs assessment survey of field peer counselors, structuring the manual and developing a draft, implementing the training, evaluating the training's usefulness, and revising and finalizing the manual. The needs assessment revealed that peer counselors cited ‘lack of specialized knowledge (36.4%)’ and ‘lack of practical counseling skills (27.3%)’ as the main difficulties in performing counseling. There was also a high demand for practice-centered training in the areas of depression, anxiety, suicide risk, and trauma. Reflecting this, the manual structured the counseling process into initial, middle, late, and termination phases, applying cognitive-behavioral therapy (CBT)-based interventions such as behavioral activation, cognitive restructuring, problem-solving training, and nervous system stabilization and relaxation training at each stage. Results from manual training and usability evaluations with 85 firefighters showed high levels across all subdomains: instructor competence (M=4.49), training content (M=4.38), learning motivation (M=4.41), transfer motivation (M=4.34), and self-efficacy (M=4.28). Specifically, to confirm the sustainability of educational transfer, a comparative analysis was conducted between immediately after training (M=3.86) and three months later (M=3.72). No statistically significant difference was found between the two time points (t=1.39, p=.16). This suggests that, contrary to the general prediction that training effects diminish over time, the enhanced transfer levels immediately after training were maintained stably without significant decline up to the 3-month follow-up point. These results demonstrate the practical utility of this manual as an evidence-based, field-applicable training model for supporting the mental health of firefighters. Furthermore, this study confirms the feasibility of establishing a standardized training system through a systematic development process and is significant in providing foundational data for future sustainable training and institutional implementation.
