국문 초록

본 연구는 4차 산업혁명과 COVID-19 팬데믹 등의 급격한 사회적 변화 속에서 정보통신기술(ICT)의 발전이 사회복지서비스에 미치는 영향과 제도적 과제를 고찰하였다. 이를 위해 경기도를 중심으로 ICT와 사회복지서비스 간의 연계 실태를 분석하고, 디지털 포용을 기반으로 한 지속가능한 복지정책의 방향성을 모색하였다. 연구 결과, ICT는 사회복지서비스의 접근성과 효율성을 향상시키는 주요 수단으로 작용하고 있으며, 인공지능(AI), 사물인터넷(IoT), 메타버스 등 신기술의 활용은 맞춤형 서비스 제공, 실시간 모니터링, 사회적 고립 완화 등의 측면에서 긍정적 효과를 창출하고 있었다. 국내의 경우 서울시, 경기도 등의 지자체에서, 해외의 경우 일본, 핀란드 등의 지자체에서 ICT 기술이 포용적 복지를 실현할 수 있는 잠재력을 지니고 있음을 확인하였다. 하지만, 디지털 정보격차, 개인정보 보호, 실천 윤리, 제도적 기반 미비 등의 문제도 병존하고 있었다. 무엇보다 정보취약계층의 접근성과 수용성 문제 등은 ICT 복지정책의 효과성을 제한하는 주요 요인으로 작용하였다. 이에 본 연구는 기술 활용의 원칙, 개인정보 보호, 종합계획 수립, 협력체계 등을 포함한 「ICT 및 AI 활용을 통한 사회복지서비스 촉진에 관한 조례(안)」을 제안하였다. ICT는 복지서비스의 접근성과 효율성, 포용성을 제고하는 핵심 수단이지만, 자치입법 정비와 인력 역량 강화, 디지털 격차 해소를 위한 노력이 병행되어야 한다.

영문 초록

This study examines the impact of rapid social transformations-such as the Fourth Industrial Revolution and the COVID-19 pandemic-on the integration of Information and Communication Technology (ICT) into social welfare services, with a particular focus on Gyeonggi Province. The research analyzes the current status of ICT–welfare integration and explores directions for sustainable welfare policy based on digital inclusion. The findings indicate that ICT serves as a crucial tool to enhance accessibility and efficiency in social welfare services. Emerging technologies such as Artificial Intelligence (AI), the Internet of Things (IoT), and the Metaverse have demonstrated positive effects in delivering personalized services, enabling real-time monitoring, and alleviating social isolation. Comparative cases from both domestic (Seoul, Gyeonggi Province) and international contexts (Japan, Finland, etc.) confirm the potential of ICT in advancing inclusive welfare. However, challenges such as the digital divide, data privacy concerns, ethical considerations, and insufficient institutional frameworks remain pressing issues. In particular, accessibility and acceptance among digitally vulnerable groups continue to limit the effectiveness of ICT-based welfare policies. In response, this study proposes a legislative framework titled “Ordinance on Promoting Social Welfare Services through the Use of ICT and AI.” The ordinance emphasizes principles of responsible technology use, personal data protection, comprehensive planning, and multi-stakeholder collaboration. Ultimately, while ICT can significantly improve the accessibility, efficiency, and inclusiveness of social welfare services, its effectiveness depends on parallel efforts in legislative reform, workforce capacity building, and bridging the digital divide.
