국문 초록

본 연구는 1923년 사철(私鐵) 합동과 조선철도(주)의 설립 과정에서 조선총독부가 수행한 역할을 실증 분석했다. 제1차 세계대전기 일본제국권에서는 식민지 기업열에 편승한일본 민간자본의 조선 진출이 급증하면서 사철회사 설립 붐이 일어났다. 그러나 1920년반동(反動)공황의 충격으로 다수의 사철회사가 경영난에 빠져 해산 위기에 직면했다. 이에조선총독부는 조선사철보조법 제정, 국책은행을 통한 자금 지원, 대대적인 사철합동을 추진했다. 그 결과, 1923년 9월 조선의 6대 사철이 합동해 공칭자본금 5,450만 원의 조선철도(주)가 설립되었다. 이는 당시 일본제국권 최대 규모의 사철회사였다. 이 과정에서 조선총독부는 사철국책의 설계자이자 추진 주체로서 핵심적인 역할을 담당했다.

영문 초록

This study empirically examines the consolidation of private railways in 1923 and the establishment of the Chosŏn Railway Co., Ltd., with particular attention to the role of the colonial state. During World War I, the Japanese Empire experienced a surge of Japanese private capital entering Chosŏn, fueled by a colonial investment boom that triggered rapid growth in private railway enterprises. However, the postwar recession of 1920 pushed many of these companies to the brink of dissolution. In response, the Government-General of Chosŏn implemented a series of institutional and financial measures, including the enactment of the Private Railway Subsidy Act, financial assistance through policy banks, and the promotion of large-scale railway consolidation. These policies represented a form of colonial industrial policy designed to stabilize the railway sector through state-led consolidation and public-private coordination. As a result, in September 1923 six major private railways in Chosŏn were merged to establish the Chosŏn Railway Co., Ltd., with a nominal capital of 54.5 million yen, making it the largest private railway company in the Japanese Empire at the time. This case illustrates the decisive role played by the Government-General of Chosŏn as the architect and driving force behind the restructuring of the colonial railway industry
