국문 초록

대학을 중심으로 한 지역혁신정책은 장기간 대규모 재원이 투입되어 왔음에도 불구하고, 실증 분석에서는 정책 성과가 명확히 관측되지 않거나 통계적으로 식별되지 않는 문제가 반복적으로 제기되어 왔다. 기존 연구들은 이러한 비유의성을 정책 효과의 부재나 분석 한계로 해석하는 경향이 강했으나, 이는 대학 중심 지역혁신정책의 작동 방식과 성과 발현 구조를 충분히 반영하지 못한 결과일 수 있다. 이에 본 연구는 정책 성과가 왜 기존의 단기･변화율 중심 평가 틀에서 충분히 포착되지 않는지를 경험적으로 검토하는 것을 목적으로 한다. 이를 위해 2009년부터 2022년까지의 지역-연도 패널 자료를 구축하고, LINC(LINC+) 사업을 중심으로 한 정책 유형별 누적 지원금과 참여 대학 수를 정책 변수로 구성하여 고정효과 패널모형을 통해 지역 구조 변수 및 지식 기반 성과 지표와의 관계를 분석하였다. 분석 결과, 단면 분석에서는 일부 정책 누적 지표가 지역 성과 수준과 상관관계를 보였으나, 지역 고정효과 및 변화율 기반 패널 분석에서는 다수의 정책 변수가 흡수되거나 제한적으로만 식별되었다. 이러한 결과는 대학 중심 지역혁신정책의 성과가 단기적 변동이 아니라 지역 구조에 내재화된 장기적 축적 과정으로 작동할 가능성을 시사하며, 정책 성과의 비식별성 자체가 중요한 해석 대상임을 보여준다. 이는 정책 효과의 단기적 가시성에 기반한 평가 방식에 대한 재검토 필요성을 제기한다.

영문 초록

Despite sustained public investment, the empirical effects of university-centered regional innovation policies are often difficult to identify using conventional evaluation methods, and prior studies have frequently interpreted weak or statistically insignificant results as evidence of policy ineffectiveness. However, this study argues that such findings may instead reflect a mismatch between the long-term, cumulative nature of these policies and short-term, change-oriented evaluation frameworks. Using a region-year panel dataset for Korea from 2009 to 2022, the study examines the LINC and LINC+ programs by constructing cumulative indicators of policy funding and university participation and analyzing these alongside regional structural characteristics and knowledge-based performance measures, including R&D expenditures and patent outcomes, through cross-sectional analyses, fixed-effects panel models, and growth rate specifications. The results indicate that cumulative policy variables are positively associated with regional performance levels in cross-sectional analyses, but their effects are largely absorbed by regional fixed effects or become statistically insignificant in growth-rate models. Rather than suggesting policy ineffectiveness, this pattern implies that university-centered innovation policies operate through long- term, structurally embedded processes that are not readily captured by short-term evaluation approaches, underscoring the need for evaluation frameworks that better reflect cumulative and structural policy effects over time.
