신속시범사업 실증-전력화 연계 강화를 위한 정책·제도 개선방안 연구: 민·관·군 전문가 인터뷰를 중심으로

국문 초록

본 연구는 신속시범사업이 실증 단계를 거쳤음에도 전력화로 충분히 연계되지 못하는 구조적 원인을 규명하고, 이를 개선하기 위한 정책·제도적 방향을 도출하고자 하였다. 이를 위해 국내 신속시범사업 관련 선행연구 23편을 검토하여 반복적으로 지적되어 온 병목 요인을 정리하고, 군(소요군·운용자), 관(방위사업청·유관기관), 민(방산기업·전문가) 등 6명의 전문가를 대상으로 심층 인터뷰를 실시하였다. 분석 결과, 핵심 병목은 기술·시험 단계가 아닌 시범 종료 이후의 전환 단계, 즉 소요결정 지연, 요구성능(ROC) 상향 관행, 예산 연계 단절, 책임 주체 불명확성에 집중되어 있음을 확인하였다. 또한 민·관·군 간 인식 차이와 의사결정 구조의 불일치가 전력화 지연을 심화시키는 요인으로 작용하고 있음이 확인되었다. 이에 본 연구는 조건부 소요결정 도입, ROC 이중 트랙 운영, 전환 중심 예산·계약·지식재산권 구조 재설계, 전환 오너십 명확화, PM 전문성·임기·면책 체계 확립을 핵심 개선 방안으로 제시하였다.

영문 초록

This study aimed to identify the structural causes underlying the gap between demonstration outcomes and actual fielding in Korea's Rapid Demonstration Program (RDP), and to derive policy and institutional directions for improvement. To this end, 23 domestic studies on the RDP were reviewed to identify recurring bottleneck factors, and in-depth interviews were conducted with six experts representing the military (requirements planning and operational personnel), government (Defense Acquisition Program Administration and related agencies), and industry (defense firms and specialists). The analysis revealed that the core bottlenecks are concentrated not in the technical or testing phases, but in the post-demonstration transition phase-specifically, delays in formal requirements determination, the upward revision of Required Operational Capability (ROC) standards, budgetary disconnects between demonstration and fielding, and ambiguity in decision-making authority. Furthermore, divergent perceptions among military, government, and industry stakeholders, combined with misaligned decision-making structures, were found to compound fielding delays. Based on these findings, five key reform measures were proposed: introduction of conditional acquisition requirements determination, adoption of a dual-track ROC structure, restructuring of transition-oriented budgeting, contracting, and intellectual property frameworks, clarification of transition ownership and accountability, and establishment of a protection framework for program managers, including professional competency standards, continuity of assignment, and accountability safeguards.
