포항신항과 영일만항의 화물처리 구조 변화와 부두별 기능 특화에 관한 실증 연구

국문 초록

본 연구는 포항항을 구성하는 포항신항과 영일만항을 대상으로, 부두 단위에서의 화물처리 구조 변화와 기능 특화 양상을 실증적으로 분석하는 것을 목적으로 한다. 기존 연구가 항만 또는 터미널 단위 분석에 집중한 것과 달리, 본 연구는 항만 내부의 기능 분화를 보다 정밀하게 파악하기 위해 부두 단위를 핵심 분석 단위로 설정하였다. 이를 위해 2018년부터 2024년까지의 부두별·품목별 화물처리 실적 자료를 활용하여 기술통계 분석과 허핀달–허쉬만 지수(Herfindahl–Hirschman Index; HHI)를 적용하였으며, 이를 통해 화물처리 구조 변화와 기능 특화 수준을 계량적으로 측정하였다. 분석 결과, 포항신항은 철강 및 벌크화물 중심의 고특화 구조가 부두 단위에서 고착화된 반면, 영일만항은 일반부두와 컨테이너부두 간 기능 분담이 명확하며, 특히 컨테이너부두는 다양한 제조업 화물을 처리하는 다기능 구조를 유지하는 것으로 나타났다. 또한 영일만항은 외부 수요 변화에 따른 변동성과 조정·회복 특성을 보였다. 종합적으로 포항항은 고특화 구조와 다기능 구조가 병존하는 이중적 기능 체계를 형성하고 있으며, 본 연구는 부두 단위 분석을 통해 항만 내부 기능 특화의 구조적 특성을 규명하고 정책적 시사점을 제시한다.

영문 초록

This study aims to empirically analyze changes in cargo handling structures and berth-level functional specialization at Pohang New Port and Yeongil Bay Port, which together constitute Pohang Port. Unlike prior studies that focus on port- or terminal-level analysis, this research adopts a berth-level approach to examine intra-port functional differentiation in greater detail. Using berth-level cargo handling data by commodity from 2018 to 2024, this study applies descriptive statistical analysis and the Herfindahl–Hirschman Index (HHI) to measure structural changes in cargo composition and the degree of functional specialization. The results indicate that Pohang New Port exhibits a structurally entrenched pattern of high specialization, with most berths heavily concentrated in steel and bulk cargo. In contrast, Yeongil Bay Port demonstrates a clearer functional division between general cargo berths and container berths. The container berths maintain a diversified and moderately specialized structure, handling various manufacturing-related cargoes such as vehicles, machinery, and electronics, while showing sensitivity to external demand fluctuations and subsequent recovery patterns. Overall, Pohang Port reveals a dual functional structure in which highly specialized berths coexist with multifunctional ones. This study provides empirical evidence on intra-port functional specialization and offers practical implications for port operation and strategic planning.
