국문 초록

2022년 러시아-우크라이나 전쟁 발발 이후, 소수 국가에 고도로 집중된 글로벌 식량 공급망의 구조적 취약성은 국제사회의 중대한 우려 사항으로 대두되었다. 초기 물류망 마비와 그에 따른 식량 가격 폭등은 주요 수출국들이 수출 금지, 할당제, 수출세 부과 등 연쇄적인 무역 제한 조치를 단행하는 결과를 낳았다. 이후 글로벌 공급망과 물류비용이 점진적인 안정세를 보였음에도 불구하고, 다수의 국가는 자국 내 안정을 명분으로 이러한 보호주의 정책을 장기화하며 이를 신보호주의 양상으로 고착화하고 있다. 이와 동시에 GATT 제11조 및 농업협정을 비롯한 현행 다자통상 체제의 규범은 이러한 일방적인 수출제한 조치를 통제하는 데 있어 심각한 법리적 모호성과 제도적 한계를 드러냈다. 이에 본 연구는 글로벌 식량 보호주의로의 구조적 전환과 다자무역 체제의 한계를 평가하고, 한국과 같이 식량 수입 의존도가 높은 국가가 국가 식량 안보를 확보하기 위해 추진해야 할 통상, 외교, 물류 인프라 차원의 종합적인 대응 방안을 제시하는 데 목적이 있다.

영문 초록

Since the outbreak of the Russia-Ukraine war in 2022, the structural vulnerabilities of the highly concentrated global food supply chain have become a critical international concern. The initial disruption of logistics networks and subsequent price spikes prompted major food-exporting countries to implement trade-restrictive measures, including export bans, quotas, and export taxes. Although global supply chains and logistics costs have gradually stabilized, these protectionist policies have been prolonged by many nations under the pretext of domestic stability, solidifying into a form of new protectionism. Concurrently, the multilateral trade regime, particularly GATT Article XI and the WTO Agreement on Agriculture, have revealed severe limitations and legal ambiguities in controlling such unilateral export restrictions. Therefore, the purpose of this study is to analyze the structural shift toward global food protectionism, evaluate the limitations of the multilateral trade regime, and propose comprehensive trade, diplomatic, and infrastructural measures for heavily import-dependent countries like South Korea to ensure national food security.
