국문 초록

한국과 일본은 유사한 사회문화적 배경과 중앙집권적 치안 체계를 공유해 왔으나, 다문화 사회로의 이행 과정에서 청소년 비행 대응과 경찰 개입 방식에서는 상이한 제도를 형성해왔다. 이 연구는 후기 다문화 청소년의 비행 및 범죄위험성에 대응하는 한국과 일본 경찰정책을 비교ㆍ분석하고, 이를 통해 한국 경찰정책에 시사점을 제언하는 것을 목적으로 하였다. 연구방법으로는 한국과 일본의 경찰ㆍ정부 공식통계자료, 정책자료, 학술논문, 연구보고서를 대상으로 한 문헌분석을 실시하였다. 이 연구는 법ㆍ제도적 차원, 경찰조직 및 정책 설계, 집행 및 재량권 행사, 사회ㆍ문화적 맥락이라는 다차원적 분석 틀을 활용해서 양국 경찰정책의 구조와 운영 논리, 그리고 양국 경찰의 주요 정책을 비교ㆍ분석했다. 연구결과, 한국 경찰정책은 법률 중심의 공식적 절차와 중앙정부 주도의 정책 설계가 강한 반면, 일본 경찰정책은 지역 기반의 분권적 구조와 비공식적 보호ㆍ예방 개입이 제도적으로 허용되는 특징을 보였다. 이러한 차이는 다문화 청소년 비행에 대한 조기 개입 방식, 낙인 가능성, 사례관리의 연속성에서 상이한 정책 효과를 초래하는 것으로 나타났다. 이 연구는 일본 경찰의 소년지원센터, 코반(파출소) 기반 지역경찰 활동, 시민 참여형 예방 구조를 살펴보고 한국 경찰정책에 적용 가능한 정책적 시사점을 제시했다. 이를 통해 이 연구에서는 후기 다문화 청소년 비행 대응을 위한 경찰정책으로서 예방-개입-재활의 연속선으로 재구성할 필요성을 강조했다. 끝으로 이 연구의 학술적ㆍ정책적 의의와 연구의 한계 및 향후 관련 연구를 위한 제언을 하였다.

영문 초록

Korea and Japan have historically shared similar sociocultural backgrounds and centralized policing systems; however, in the process of transitioning toward multicultural societies, they have developed divergent institutional approaches to addressing juvenile delinquency and police intervention. This study aims to compare and analyze Korean and Japanese police policies addressing delinquency and crime risks among late-generation multicultural youth, and to derive policy implications for improving police policy in Korea. As for the research methodology, this study conducted a literature review based on official police and government statistics, policy documents, academic journal articles, and research reports from Korea and Japan. A multidimensional analytical framework was employed, encompassing the legal and institutional dimension, police organization and policy design, enforcement and the exercise of discretion, and the socio-cultural context, to compare and analyze the structure, operational logic, and major policies of policing in the two countries. The findings indicate that Korean police policy is characterized by legally codified formal procedures and policy design led by the central government, whereas Japanese police policy exhibits a decentralized, community-based structure in which informal protective and preventive interventions are institutionally permitted. These differences were found to produce divergent policy effects in terms of early intervention strategies for multicultural youth delinquency, the potential for labeling, and the continuity of case management. This study examined Japanese police practices such as Youth Support Centers, kōban (police box)-based community policing, and citizen-participatory preventive structures, and presented policy implications applicable to Korean police policy. Through this analysis, the study emphasized the need to reconstruct police policy responses to delinquency among late-stage multicultural youth along a continuum of prevention, intervention, and rehabilitation. Finally, this study discussed its academic and policy significance, as well as its limitations and directions for future research.
