사이버 인지전의 새로운 양상: 한국 온라인 플랫폼 댓글 활동 분석연구

국문 초록

하이브리드 전쟁이 안보와 치안에 가장 큰 위협으로 떠오른 시점에서 한국을 둘러싸고 있는 주변국인의 지속적인 사이버 공격, 인지전이 시도되고 있다는 증거들이 해외의 주요 정부 및 보안 보고서에서 거론되고 있다. 더 심각한 문제는 한국이 이 같은 사이버 인지전에 대해 거의 무방비 상태라는 점이다. 한국 사회는 정치적, 지역적, 세대, 성별 그리고 사회계층별 극단적인 갈등과 분열을 경험하고 있고 사이버공간에서의 해킹, 영향력공작, 허위조작정보 등에 대한 법적, 정책적 대응방안이 제대로 마련되지 못한 상황이 지속되고 있다. 그러나 사이버 인지전의 속성으로 인지전 배후의 귀책사유를 물을 수 있는 대상자를 명확히 알 수 없는 모호성, 익명성, 그리고 신흥기술을 이용 하는 등의 교묘함으로 인해 현재까지 한국에 대한 해외의 인지전 상황을 심도있는 경험적 연구가 수행되지 못하였다. 그러나 해외의 다수 국가에서 발견되고 있는 인지전, 영향력공작, 허위조작정보의 실제사례들이 한국에서도 발생하고 있는지 여부를 확인하는 것은 국내 안보적 관점에서 매우 시급하고 중요한 연구과제이다. 이에 따라 이 연구는 국내에서도 해외 국가의 이익을 반영하기 위해 인위적이고 조직적인 그리고 조작적인 댓글 활동 존재 여부를 경험적ㆍ탐험적으로 분석하였다. 이를 위해 이 연구는 국내의 가장 큰 인터넷 포털인 네이버의 댓글 계정들을 대상으로 크롤링 기법으로 실제 댓글을 수집하여 해당 댓글들의 전체 댓글을 표본화하여 경험적 분석을 수행하였다. 연구분석결과 이 연구는 온라인 플랫폼 상의 사회관계도를 분석하는 네트워크 분석 등의 빅데이터분석과 기초 통계분석을 통해 특정 계정들의 조직적, 인위적 댓글게시활동이 존재한다는 것을 발견하였다. 연구 결과, 해석, 정책적 함의 등이 연구에서 논의되었다.

영문 초록

As hybrid warfare emerges as one of the most critical threats to national security and public order, growing evidence from major international security and government reports indicates that South Korea is increasingly exposed to persistent foreign cyberattacks and cognitive warfare operations. Yet, despite these escalating risks, South Korea remains largely unprepared to address such cyber-cognitive threats. The country continues to face deep political, regional, generational, gender, and class divisions, while comprehensive legal and policy frameworks to counter hacking, foreign influence operations, and disinformation in cyberspace remain underdeveloped. The inherent ambiguity and anonymity of cognitive warfare—where attribution to a responsible actor is obscured and emerging technologies are tactically employed to conceal manipulation—have hindered systematic empirical research on the extent of such foreign operations targeting South Korea. Nevertheless, identifying whether the influence campaigns and information manipulation tactics observed in other countries are occurring domestically is a matter of urgent national-security importance. This study presents an exploratory empirical investigation into the existence of coordinated and inauthentic comment activities within South Korea’s online ecosystem that may reflect the interests of foreign actors. Using large-scale data collected via web-crawling from Naver, South Korea’s largest online portal, the research conducts both social network and statistical analyses. The findings reveal evidence of organized, artificial commenting behavior by specific user accounts, suggesting potential information operations in the Korean cyberspace. The paper concludes by discussing the analytical findings, their implications for cognitive security and national defense policy, and the need for enhanced institutional resilience against hybrid and cognitive warfare.
