국문 초록

북한은 전단을 이용한 대남심리전을 지속해 왔다. 과거는 김일성, 김정일 수령체제 미화·찬양과 남한 체제 비난과 전복을 선전· 선동하는 심리전이었다. 그러나 지난해 5월 말부터 일부 탈북민단체의 대북 전단 살포를 빌미로 대형풍선에 각종 오물을 매달아남한으로 날려 보내는 심리전을 시작했다. 우리 정부가 대북 확성기 심리전 방송을 재개하자, 북한은 대남 소음방송으로 맞서면서, 남북관계는 경색국면이 지속화되고 있다. 북한의 새로운 형태의 대남 오물풍선 살포 심리전은 저급한 도발을 넘어서, 우리 국민의 생명과 재산피해, 심리적 불안감, 사회혼란 등 사회안전에 직접적인 영향을 미치는 위협 요인이 되고 있다. 하지만, 북한의 대남 오물풍선 살포 심리전에 대비한 사회안전대책 방안과 관련한 연구는 미진한 상태이다. 이러한 문제의식하에서, 이 글은 북한의 새로운 심리전 형태의대남 오물풍선 살포 행위가 우리 사회안전에 미치는 영향을 분석하고, 오물풍선 심리전에 대응하기 위한 정부나 민간차원의 사회안전망 대책을 제언하였다. 이러한 연구 결과는 향후, 북한의 새로운 대남심리전 행태에 대비한 사회안전 대책을 마련하는 데 기초자료로 활용될 수 있을 것이다.

영문 초록

North Korea has continued to wage psychological warfare against South Korea using leaflets. In the past, it was a psychological warfare campaign to glorify and praise the regimes of Kim Il Sung and Kim Jong Il and to denounce and incite the overthrow of the South Korean regime. However, from the end of May 2024, North Korean defectors began a psychological warfare campaign by tying various filth to large balloons and flying them to South Korea. The government resumed loudspeaker psychological warfare broadcasts to the North, and the North responded with noise broadcasts to the South, and inter-Korean relations continued to be in a state of crisis. North Korea’s new form of psychological warfare by releasing balloons to the South is not just a low-level provocation, but a threat that directly affects the lives and property of South Koreans, psychological anxiety, social disorder, and social safety. However, there has been little research on how to take social safety measures against North Korea’s psychological warfare against South Korea. Conscious of these issues, this paper analyzes the impact of North Korea’s new psychological warfare, the release of filth balloons to the South, on social safety and recommends social safety net measures at the government and private sector levels to prepare for filth balloon influence psychological warfare. The results of this study can be used as a basis for future social safety measures against North Korea’s new psychological warfare behavior against the South.
