북한 ‘산림복구전투’ 전후 재난재해 취약지역의 국토환경 변화 및 인프라 실태

국문 초록

최근 글로벌 기후위기로 인하여 북한을 포함한 한반도는 재난재해 위기가 심화되고 있으며, 북한의 재난재해 문제는 산림감소와 복합적으로 연계되어 북한 재난재해의 취약성을 드러내고 있다. 이에 따라 김정은은 산림복구 등의 국토관리사업을 통해 재난재해를 극복하고 식량문제를 해결하고자 2015년 신년사를 통해 ‘산림복구전투(2015~2024)’를 천명함으로써 ‘산림조성 10년 전망계획’을 추진하였다. 이에 따라 본 연구는 북한 전역 및 재난재해 취약지역의 산림복구전투 성과를 식생지수(NDVI)와 수분지수(NDWI)를 통해 국토환경 변화를 살펴본다. 다음으로 북한의 재난재해 취약지역에 해당하면서 산림복구전투에 노력을 기울이고 있는 태천군와 의주군을 사례지역으로 선정하여 1980년대 말부터 2010년대 말까지 산림감소의 원인을 살펴보고, 산림복구전투가 시작된 2015년부터 현재 2025년까지의 식생지수(NDVI), 수분지수(NDWI)와 경사도와 표고의 지형적 특성을 분석하였다. 마지막으로 북한은 재난재해 취약성을 극복하기 위하여 재난재해 관련 법제도 변화와 치산치수 등의 국토관리사업 이외에도 인프라 구축에 노력을 기울이고 있다. 이에 따라 본 연구에서는 태천군와 의주군의 인프라 실태를 파악하였다. 본 연구 결과, 북한 전역에서는 미약하게나마 산림복구전투가 성과가 식생지수(NDVI)와 수분지수(NDWI)를 통해 국토환경 변화가 나타났다고 할 수 있다. 재난재해 취약지역이면서 북한 당국에서 산림복구에 중점을 두고 있는 태천군과 의주군의 사례지역에서는 산림복구가 어느 정도 이뤄졌음을 알 수 있다. 또한 재난재해 취약지역인 태천군과 의주군의 경사도, 표고 등의 지형적적 요인을 살펴보았다. 마지막으로 태천군과 의주군의 인프라 현황을 분석한 결과, 북한의 재난재해 취약지역은 재난재해를 예방하고 대응하기에는 인프라가 부족하고 노후화되어 재난재해의 취약성을 드러내고 있음을 알 수 있었다.

영문 초록

Recently, due to the global climate crisis, the Korean Peninsula, including North Korea, is facing a deepening disaster crisis, and the disaster problem in North Korea is complexly linked to the reduction of forests, revealing North Korea’s vulnerability to disasters. Accordingly, Kim Jong un announced the ‘Forestry Restoration Battle (2015–2024)’ in his New Year’s address in 2015 to overcome disasters and solve the food problem through land management projects such as forest restoration, thereby promoting the ‘10-year Forestry Development Outlook Plan.’ Accordingly, this study examines the results of the forest restoration battle in North Korea and in disaster-vulnerable areas through the vegetation index (NDVI) and the water index (NDWI) to examine changes in the national environment. Next, Taecheon-gun and Uiju gun, which are disaster-vulnerable areas in North Korea and are making efforts to restore their forests, were selected as case areas, and the causes of forest loss from the late 1980s to the late 2010s were examined, and the vegetation index (NDVI), moisture index (NDWI), and topographical characteristics of slope and elevation were analyzed from 2015, when the forest restoration battle began, to 2025. Finally, in order to overcome disaster vulnerability, North Korea is making efforts to build infrastructure in addition to changes in disaster-related laws and systems and land management projects such as forest management and water conservation. Accordingly, this study identified the infrastructure status of Taecheon-gun and Uiju-gun. As a result of this study, it can be said that forest restoration has been significantly achieved in North Korea’s disaster-vulnerable areas and the case areas of Taecheon-gun and Uiju-gun. In addition, the analysis of the infrastructure status of Taechon County and Uiju County, which are disaster-vulnerable areas, shows that North Korea still lacks infrastructure to prevent and respond to disasters and is outdated, revealing vulnerability to disasters.
