국문 초록

본 연구는 로젠슈타인-로단의 빅 푸시 이론과 로머의 내생적 성장론을 분석 틀로 북한의 지방발전 20×10정책의 구조와 전략적 의미를 규명하였다. 이 정책은 10년간 매년 20개 시군을 선정하여 지방 공업공장을 건설하는 대규모 지역개발 전략으로, 중앙의 집중투자와 지방의 자율 운영이 결합된 하이브리드형 발전모델이다. 본 연구는 이 정책이 단순한 지방 개발사업이 아니라, 사회주의 계획경제 내부에서 자본주의 성장 논리를 전략적으로 내재화한 ‘단계적 빅 푸시’ 실험임을 밝힌다. 분석 결과는 다음과 같다. 첫째, 동 정책은 임계 규모 형성을 통한 자원 집중과 외부효과의 확산을 실현하는 구조를 갖는다. 둘째, 지역 간 상호보완적인 산업 클러스터 구축은 내생적 성장론의 지식 확산 메커니즘과 결합하여 지속적 성장의 내부 루프를 형성한다. 셋째, ‘전략적 내재화’는 외부의 의존 요소를 체제 내부로 흡수함으로써 자립성과 통제력을 동시에 강화한다. 넷째, 대외관계와 지속가능성의 결합은 선택적 외연 전략을 통해 외부 충격을 흡수하고 구조적 완충성을 확보한다. 결론적으로 지방발전20×10정책은 빅 푸시의 임계효과, 내생적 성장의 학습효과, 전략적 내재화의 통제 메커니즘이 삼중으로 결합된 북한식 내생적 성장모델로 평가된다. 향후 연구는 지역별 경제지표의 계량적 검증, 정책 순환성의 실증 분석, 그리고 남북 간 산업 네트워크 확장의 현실적 가능성 등을 종합적으로 검토함으로써 동 정책의 지속성과 체제 변화 함의를 보다 심층적으로 규명할 필요가 있다.

영문 초록

This article analyzed the structure and strategic implications of North Korea’s local development 20×10 policy using Rosenstein-Rodan's Big Push theory and Romer's endogenous growth theory as an analytical framework. The policy is a large-scale regional development strategy that selects 20 cities and counties each year for 10 years to build local industrial plants. It is a hybrid development model that combines centralized investment and local autonomy. This study reveals that this policy is not simply a local development project, but rather a “Step-by-Step Big Push” experiment that strategically internalizes capitalist growth logic within a socialist planned economy. The analysis results are as follows. First, this policy has a structure that realizes resource concentration and the diffusion of external effects through the formation of a critical mass. Second, the establishment of inter-regional and complementary industrial clusters creates an internal growth loop, consistent with the knowledge diffusion mechanism of endogenous growth theory. Third, strategic internalization simultaneously strengthens self-reliance and control by absorbing external dependent factors into the system. Fourth, the combination of external relations and sustainability absorbs external shocks and secures structural buffering through a selective outwardstrategy. In conclusion, the LD20×10 policy represents a North Korean model of endogenous growth, in which the critical effects of the Big Push, the learning effects of endogenous growth, and the control mechanisms of strategic internalization are triple-layered.
