대한민국 임시정부의 민주의식: 대한민국 임시헌법을 중심으로

국문 초록

대한민국 임시정부는 ｢대동단결선언｣으로 응집된 국민주권주의에 입각한 민주공화제 국가 건설 원칙을 기초로 수립되었다. 1919년 ｢대한민국 임시헌장｣에는 민주공화제의 대원칙은 물론 국민의 기본권으로서의 평등권과 자유권, 참정권 등이 명시되었다. 1930년대 민족균등주의가 확산되는 가운데 삼균주의에 입각한 균등사상은 개인과 개인의 관계에 그치지 않고, 민족대 민족, 국가대 국가간의 균평으로까지 나아갔다. 임시정부 구성원들은 1919년 3·1운동에서 명시된 ‘인류 발전의 시대적 대세’로서 민족자결주의가 전제가 되고, ‘민주’가 세계화되는 역사를 상식으로 여겼다. 1941년 발표된 대일선전포고는 이러한 임시정부의 국제 인식을 보여준다. 미국, 영국을 비롯한 연합국과의 외교 관계에서 임시정부는 ‘민주진영’의 승리와 함께할 민주정부로서의 역할을 자임했다. 그리고 이를 근거로 임시정부의 연합국 승인을 요청했다. 임시정부의 승인 노력은 실리적 ‘독립’ 달성에 그치는 것이 아니라, 역사 발전 대열에 함께하는 인식을 바탕으로 이뤄진 것이다. 임시정부는 세계 역사 발전의 지향으로서 ‘민주’의식을 체득하고 있었고, 이를 실현해 갔다. 때문에 한국 독립운동의 역사는 단순히 민족주의 운동사로만 논의될 것이 아니라, 한국 민주주의 발전사의 맥락에서 평가되고 이해되어야 할 것이다.

영문 초록

The provisional government of Korea was established on the basis of the principle of building a democratic republic state based on the people’s sovereignty aggregated by the Great Unity Declaration. The grand principles of the democratic republic system as well as the right to equality, freedom, and suffrage as basic rights of the people were specified. With the spread of national equality in the 1930s, the idea of equality based on tri-equality did not stop at the relationship between individuals and individuals, but also progressed to equality between national and national countries. Members of the provisional government regarded the history of national self-determination and the globalization of ‘democracy’ as the ‘general trend of the times’ specified in the March 1st Movement in 1919 as common sense. The declaration of war against Japan announced in 1941 shows the international recognition of the provisional government. In diplomatic relations with allies including the United States and the United Kingdom, the provisional government assumed its role as a democratic government that would share the victory of the ‘democratic camp’. And based on this, the provisional government requested the approval of the provisional government as a coalition state. The provisional government’s approval efforts were not only achieved by achieving practical ‘independence’, but were made based on the recognition that they shared the ranks of historical development. The provisional government acquired a sense of ‘democratic’ as the goal of global history development and realized it.
