국문 초록

기후위기가 심각해짐에 따라 정부와 공공기관의 적극적인 개입과 대응이 시급히 요구되고 있으나, 국내 정부출연연구기관의 기후기술 협력체계는 개별 과제 중심의 산발적 협력과 실효적 제도의 부재 등 한계점을 보인다. 이에 정부출연연구기관 간 협력체계 구축을 통해 기후기술 역량의 활용 및 확산을 강화할 필요성이 제기되고 있다. 본 연구는 협력체계 구축을 위한 핵심 요소를 도출하고자 출연연 연구자들을 대상으로 설문 조사를 하고, 중요도-우선도 분석(IPA)을 수행하였다. 총 32명의 기획자와 연구 실무자를 대상으로 조사한 결과, ‘국가 R&D 사업 기획 참여’, ‘연구개발 주제 발굴’, ‘전용 예산 확보’, ‘공동 R&D 프로그램 운영’ 등이 전략적 우선 과제로 도출되었다. 반면, ‘정보 공유’, ‘거버넌스 체계’, ‘정책·제도 기반’은 중요도와 우선도가 모두 낮아, 단기적 접근보다는 중장기적인 개선 전략이 필요한 것으로 나타났다. 또한, 정책 기획자와 실무자 간 협력체계의 필요성 및 실행 가능성에 대한 인식 차이가 확인되어, 이를 해소할 협력 거버넌스 체계의 마련이 핵심 시사점으로 제시되었다. 본 연구는 출연(연) 협력체계의 실효적 정책 설계에 필요한 상향식 접근의 기초자료를 제공한다는 점에서 의의가 있다.

영문 초록

As the climate crisis worsens, prompt and decisive action from governments and public institutions is increasingly imperative. However, the climate technology cooperation system among government-funded research institutes in Korea remains limited, characterized by sporadic collaboration focused on individual projects and a lack of structured mechanisms. To address these constraints, it is necessary to enhance the utilization and dissemination of climate technology capabilities by establishing a systematic cooperation framework among these institutes. This study conducted a survey of researchers from government-funded research institutes to identify essential components for building such a cooperation system, applying Importance-Performance Analysis (IPA) to assess priorities. The survey, which involved 32 policy planners and research practitioners, identified the following as strategic priority tasks: participation in national R&D project planning, identification of R&D topics, securing dedicated budgets, and operation of joint R&D programs. Conversely, elements such as information sharing, governance structure, and policy and institutional foundations were found to be of lower importance and priority, suggesting that improvements in these areas require a medium- to long term strategy rather than short-term measures. The study also revealed differing perceptions between policy planners and practitioners regarding the necessity and feasibility of a cooperation system, underscoring the importance of establishing a collaborative governance framework to bridge these gaps. This study is significant in that it offers foundational data to support a bottom-up approach essential for the effective policy design of inter-institute collaboration systems.
