초고령사회 한국 노인체육의 고령친화성에 대한 산업적 고찰

국문 초록

본 연구의 목적은 초고령사회로 진입한 현시점에서 노인체육의 고령친화 수준을 규명하는 것이다. 이를 위해 스포츠산업·고령친화산업·실버산업을 중심으로, 노인체육이 작동하는 제도적 기반을 분석하였다. 하였으며, 법령·정책 문서·산업 보고서·통계자료 등 관련 문헌을 수집하여 질적 내용분석을 수행하였다. 분석 결과, 첫째, 스포츠산업은 노인체육을 독립된 산업군으로 규정하지 못하고 종목·시설·용품 등 세부 영역의 고령친화성이 미흡한 것으로 나타났다. 둘째, 고령친화산업은 「고령친화산업 진흥법」상 여가·건강지원서비스 범주 내에서 체육활동을 포괄할 수 있으나, 실제 지원은 의료·돌봄 중심에 한정되는 한계를 보였다. 셋째, 실버산업은 복지·요양 중심의 구조로 인해 체육활동의 예방적 생활체육 기능이 약화되어 있는 것으로 확인되었다. 이러한 결과를 바탕으로 고령친화적 체육 환경 조성의 방향성은 다음과 같다. 첫째, 체육활동을 단순한 여가나 복지의 보조 수단이 아닌‘예방적’건강관리 행위로 재정의하고, 이를 고령친화산업 내 법제화와 표준화를 통해 제도적 기반으로 확립할 필요가 있다. 둘째, 스포츠산업의 산업화 기반을 확충하여 공급자 중심 체계에서 수요자 중심의 체육서비스 체계로 전환이 요구된다. 셋째, 복지–체육–산업 간 교차 거버넌스를 구축하여 통합적 지원 체계를 마련하고, 공공–민간 협력 기반의 융합형 운동서비스 모델을 확산시킬 필요가 있다.

영문 초록

This study aims to examine how senior physical activities in Korea’s super-aged society are practiced within an age-friendly environment. Focusing on the sports industry, the age-friendly industry, and the silver industry, the study analyzes the institutional foundations and industrial structures that shape the environment for older adults’ participation in physical activities. Relevant laws, policy documents, industrial reports, and statistical data were collected and analyzed through qualitative content analysis. The findings indicate that, first, the sports industry has not yet established senior physical activity as an independent industrial sector, showing insufficient age-friendliness in its programs, facilities, and equipment. Second, although the Age-Friendly Industry Promotion Act includes physical activity within the category of leisure and health-support services, actual support remains limited to medical and caregiving services. Third, the silver industry’s welfare- and care-centered structure has weakened the preventive and recreational aspects of physical activity. Based on these findings, the study proposes three key directions. First, physical activity should be redefined as a ‘preventive health management practice’ rather than merely a form of leisure or welfare, and institutionalized within the age-friendly industry through legal and standard frameworks. Second, the sports industry should strengthen its industrial foundation by shifting from a supply-oriented system to a demand-driven model tailored to older adults’ physical, cognitive, and digital capabilities. Third, a cross-sectoral governance model linking welfare, sports, and industry should be established to create an integrated support system and expand public–private cooperation in developing hybrid exercise service models. Through these directions, the study presents a framework for creating an age-friendly exercise environment that promotes older adults’ health maintenance and quality of life.
