국문 초록

현대사회가 가지고 있는 인구의 증가와 도시로의 밀집, 산업화로 인한 인간 소외와 무관심, 환경파괴와 온난화 등으로 인하여 재난·재해, 범죄와 같은 각종 사회문제가 증가하고 있고 이러한사회문제를 통제하고 해결하기 위한 다각적인 노력에도 불구하고 그 효과는 미미하다고 할 수 있다. 이러한 사회문제를 사전에 예방하거나 위험이 발생하고 난 후 사후 효과적인 대응을 위한 도구로써 지속적인 증가를 보이고 있는 것이 CCTV이고, CCTV에 대한 설치를 요구하는 주민들의요구가 더욱 더 커져가고 있는 것이 현실이다. 우리나라에서 CCTV가 도입되어 활용된 지는 그렇게 많은 시간이 흐르지 않았지만 지방자치단체와 경찰서에서는 교통단속, 범죄 예방 및 범인 검거, 쓰레기 무단투기 방지 등과 같이 각종목적을 위하여 CCTV 설치를 확대하여 왔고, 최근 발생했던 대형 강력사건이나 국민들의 관심을끌었던 사건에서 CCTV가 범인 검거에 결정적으로 기여함에 따라 언론에서 CCTV의 효과에 대해 많은 보도가 되고 있는 것에서 짐작할 수 있듯이 앞으로도 더욱 더 확대될 전망이다. 충청남도도 CCTV를 활용하여 교통단속, 재난예방 및 대응, 범죄예방, 산불감시, 환경감시, 스쿨존에서의 어린이 보호 등의 활동을 하고 있으나, 2015년 7월말 현재 CCTV 설치대상 14,833개소 중 5,352개소만 설치되어 설치율 36%에 그쳐 사회안전망을 구축하기에는 그 수가 턱없이 부족할 뿐만 아니라, 통합관제센터 또한 정부지원사업으로 기초자치단체에 설치를 권장하여 서울특별시의 경우 2015년 7월 말 기준 모든 기초자치단체에 설치되어 있지만 충청남도의 경우는 총 16 개의 기초자치단체 중 7개의 기초자치단체에 설치되어 설치율 44%에 그치고 있다. 충청남도는 60세 이상 고령인구의 비율이 다른 지역과 비교하여 높을 뿐만 아니라, 농촌지역에서 농작물 절도와 같은 생계형 범죄와 고령층을 대상으로 하는 범죄가 증가하고 있고, 급작스러운 산업화와 도시화로 인한 재난·재해의 위험이 높아지고 있는 상황에서 CCTV 및 통합관제센터설치 및 효율적 활용을 통하여 사회안전망을 구축하는 것이 반드시 필요하다.

영문 초록

In modern society, the increase and concentration of population into cities, social alienation and indifference between people as a result of industrialization, environment disruption and global warming, all lead to a rising of disaster and social problems such as crime. In order to control and solve these social problems, multi-angle efforts was being expected with little effect. CCTV is increasingly used as a tool for prevention in advance or efficient response after the danger occurred. The reality is that citizens' demands for more CCTV emplacement will be growing in the future. In South Korea, despite the recentness of introduction and use, CCTV is broadly applied in traffic enforcement, crime prevention and criminal arrest, also the prevention of illegal trash dumping by local government and police department. In the recent major violent crime or the cases which attracted citizen's attention, CCTV played a decisive role in criminal arrest. More and more media reports on the effect of CCTV are making its expanding in the future can be expected. ChungCheongNam-Do province also applies the CCTV in traffic enforcement, disaster prevention, forest fire monitoring, environment monitoring, the school zone children protection and some other activities. Now in late July 2015, among 14,833 places of CCTV installation object, only 5,352 places have been completely installed. The rate is just 36% of the total installation. To construct the social safety network, this number is far from enough. In addition, as local autonomous entities are encouraged to build CCTV & Control Center by support of governments, till July 2015, all local autonomous entities in seoul have finished the construction. However, in ChungCheongNam-Do province there are 16 local autonomous entities in total, but only 7 entities have been completely installed, the installation rate is only 44%. The percentage of elder population over 60 years of age in ChungCheongNam-Do province is higher than other areas. Not only that, livelihood crime such as larceny of crops in the rural areas, and the crime against to older person are increasing. Rapid industralization and urbanization also brings a growing danger of disaster and calamity. Under such circumstances, building a social safety network by emplacing and utilizing CCTV & Control Center efficiently is absolutely necessary.
