신임경찰공무원 교육과정 분석과 정책적 함의

국문 초록

경찰이 지역주민들에게 바람직한 치안서비스를 제공하기 위해서는, 우수한 인력을 확보하고 그들에게 적절한 교육훈련제도를 통하여 유능한 경찰공무원으로 배출시키는 것이 무엇보다 중요하다고 할 수 있다. 따라서 이 연구에서는 효율적이고 합리적이며 현실적인 교육훈련을 확립하기 위하여 신임경찰공무원 교육훈련의 교육과정에서 교육생들의 교과목 편성에 대한 만족도와 교육기간의 적절성에 대하여 설문을 통한 조사 분석을 실시하였다. 분석결과를 살펴보면, 첫째, 전반적인 교과목 편성에대한 만족도를 분석한 결과 보통이 105명(40.9%)으로 가장 높게 나타났으며, 다소 적절이 81명(31.5%), 다소 부적절이 53명(20.6%), 매우 적절이 16명(6.2%), 매우 부적절이 2명(0.8%) 순으로 나타났다. 이에 따라 평균값은 2.78로 비교적 만족도가 낮은 것으로 나타나 향후 중앙경찰학교 신임교육훈련제도의 교과목 편성에 대한 논의가 이루어져야 할 것으로 판단된다. 둘째, 교육훈련 기간의 적절성에 대한 응답 결과를 살펴보면 6개월의 응답이 52.9%로 가장 높게 나타났으며, 8개월(현행)이 17.5%, 12개월 이상이 16.0%, 기타가 10.9%, 10개월이 2.7% 순으로 나타났다. 양질의 치안서비스를 국민에게 제공하기 위해서는 치안서비스의 실질적인 공급자인 신임경찰공무원을 교육시키는데 충분한 예산을 확보하고, 신임경찰공무원 교육훈련이 교육생들의 기대에 부응하고 현장실무중심으로 합리적이고, 체계적인 교육이 이루어진다면 12개월 혹은 그 이상으로 교육기간이 연장되어도 무방할 것으로 판단된다.

영문 초록

The aim of the present research is to investigate the ways of maintaining public peace by preventing crimes and making rounds of inspection. In order to accomplish these objects, high-quality officers should be selected, and they should be trained through the educational courses. To establish a more efficient, rational, and empirical educational program, two following factors were asked through a questionnaire during a training program: 1) the organization of the subjects and its satisfaction and 2) the appropriateness of the duration of the program. The results of this study are as follows: First, the satisfaction with the subjects in the program shown by the participants was as follows: the highest percentage of participants (105 people, 40.9%) fell on the medium-point of the scale. The second highest percentage (81 people, 31.5%) on the point of ‘somewhat relevant’, the third one (53 people, 20.6%) on the ‘somewhat irrelevant’, the fourth one (16 people, 6.2%) on the ‘very relevant’, and the last one (2 people, 0.8%) on the ‘very irrelevant’ are following. The average point of the answer was 2.78, and this means that the overall satisfaction with the subjects in the program is low. Henceforth, a discussion is needed to reorganize the educational programs in the Central Police Academy. Secondly, the result of the question about the appropriateness of the duration of the program revealed that the most appropriate duration of the program was six months (52.9%). The present duration of the program, eight months, ranked the second appropriate one (17.5%), and more than twelve months (16.0%), others (10.9%), and ten months (2.7%) are following. This result might be interpreted as a bit longer duration of the course like twelve months or more could be possible. This long-term educational program adopted to meet the demands of good quality of public security would be successful when enough budget of the program for newly recruited officers is prepared, and well-organized practical programs are implemented.
