국문 초록

국내 이동통신 산업은 보급률이 153%에 이르고, 가입자 수는 약 5,600만 명에서 정체되어 있으며, 연간 매출성장률도 약 22조 원 내외에 머물러 성장 한계에 도달한 것으로 분석된다. 또한, 이동통신 요금의 지속적인 인하와 5G 서비스의 불확실한 수익성으로 인해 수익성 악화가 주요도전 과제로 부상하고 있다. 이러한 상황 속에서 국내 이동통신 3사는 경쟁력을 강화하기 위해 AI와 같은 신산업 분야에 대한 투자를 요구하고 있으나, 정부는 요금 규제 중심의 정책 방향을 유지하고 있다. 본 연구는 글로벌 이동통신 산업의 경쟁력을 종합적으로 분석하기 위해 성장성, 기술성(품질), 수익성, 생산성, 안정성이라는 5가지 평가 요소를 중심으로 AHP(Analytic Hierarchy Process) 기법을 활용해 주요 국가의 이동통신 산업을 비교 분석하였다. 분석 결과, 한국은 기술성 측면에서 강점을 나타낸 반면, 수익성과 생산성에서는 상대적으로 약점을 드러내고 있음을 확인하였다. 이에 따라, 본 연구는 국내외 신뢰성 있는 정량 데이터를 기반으로 한 종합적인 경쟁력 평가 프레임을 개발하여 글로벌 이동통신 산업의 경쟁력을 객관적으로 평가하고, 이를 바탕으로 경쟁력을 강화할 수 있는 적절한 정책 방향을 모색하였다. 본 연구는 국내 이동통신 산업의 성장 정체와 경쟁력 강화를 위한 정책적 방향성을 제시하는 데 있어 중요한 기초 자료로 활용될 수 있을 것으로 기대된다.

영문 초록

The domestic telecommunications industry is analyzed to have reached its growth limits. In addition, deteriorating profitability is emerging as a major challenge due to the continuous reduction of mobile phone rates and the uncertain profitability of 5G services. In this situation, the three domestic mobile operators are demanding investment in new industries such as AI to strengthen their competitiveness. In order to comprehensively analyze the competitiveness of the global telecommunications industry, this study compared and analyzed the telecommunications industries of major countries using the hierarchy analysis (AHP) technique, focusing on five evaluation factors: growth potential, technology (quality), profitability, productivity, and stability. The results showed that Korea is strong in technology and stability, but relatively weak in profitability and productivity. This study developed a comprehensive competitiveness evaluation framework based on reliable quantitative data from Korea and abroad to objectively evaluate the competitiveness of the global telecommunications industry and seek appropriate policy directions to improve competitiveness.
