국문 초록

한국영화는 1998년 제2차 한-아세안 정상회의 이후 아시아 영화시장의 네트워크구축과 연대 강화를 추구하고자 국제공동제작을 적극적으로 포용했다. 그러나 2020년 코로나 팬데믹으로 인해 초국적 영화제작의 교두보 역할을 맡은 공동제작영화는 성장 동력을 잃었다. 이에 영화진흥위원회는 한-아세안 국제공동제작지원 사업을 통해 새로운 프로젝트 발굴과 영화제작자 간 교류 촉진을 독려했지만, 팬데믹 상황 속에서 공동제작영화 제작 논의가 줄어들며 국제공동제작 불씨는 꺼져갔다. 결국, 2023년부터 한-아세안 국제공동제작지원 사업은 운영이 중단되었다.이와 대조적으로, 북유럽은 같은 기간 동안 초국적 영화 융성 정책을 중심으로 국제공동제작영화의 성장을 견인하였다. 이는 북유럽이 코로나 팬데믹 상황에서도 탄탄한 영화제작 기반을 유지하고 다양한 국제적 인력을 활용한 결과였다. 본고는 아시아 영화기구 설립이 추진되는 가운데 영화시장 변화에 대응하기 위한 한-아세안 국제공동제작 지원 정책 방안 마련에 관한 연구가 부족한 상황을 고려하여북유럽 사례와 한-아세안 국제공동제작 현황 분석을 토대로 한-아세안 국제공동제작영화의 발전 방향을 모색하였다. 연구자의 시각에서 유럽의 노르딕 영화 TV 기금, 유리마지, 크리에이티브 유럽 미디어와 같은 권역을 아우르는 국제공동제작 지원 방안의 필요성을 강조하였다. 지속 가능한 한-아세안 국제공동제작 환경을 위해 공통 재원 조성, 지원금의 조건부 상환의무, 배급 지원 확대 등 크게 세 가지 개선 방안을 도출했으며, 국제공동제작 지원을 위해 경제 규모에 따른 차등 기여금과 민간 파트너 기여를 통해 안정적 재원 확보와 수익 발생 시 상환의무를 둔 지원금 정책 도입을 지적하였다. 또한, 배급사에 재정적 지원을 제공하여 국제적 영화 배포를 촉진하고 문화적 가치를 확산시키는 방안이 고려되어야 함을 강조하였다.

영문 초록

Since the 1998 Second Korea-ASEAN Summit, Korea has actively embraced international co-production to build a network and strengthen solidarity in the Asian film market. However, the advent of the COVID-19 pandemic in 2020 significantly hindered the growth of cross-national film production, which had been a pivotal element in co-produced films. Despite efforts by Korean Film Council to initiate new projects and encourage exchanges among filmmakers through the Korea-ASEAN international co-production support program, the demand for co-produced films diminished in the pandemic, leading to a gradual decline in the power of international co-productions. Consequently, the Korea-ASEAN international co-production support program was suspended starting in 2023. In contrast, during the same period, Nordic countries spearheaded the growth of international co-produced films, centering on policies promoting cross-national film prosperity. This success can be attributed to the Nordic region’s robust film production foundation and the utilization of diverse international talents, even amid the COVID-19 pandemic. Concurrently, as discussions around the establishment of an Asian film organization gain momentum, there is a noticeable gap in research dedicated to developing policy measures that support Korea-ASEAN international co-productions, particularly in the context of evolving film market dynamics. This study aims to chart a course for the growth of the Korean-ASEAN film industry, drawing insights from Nordic examples and the present state of Korea-ASEAN international co-productions. From the perspective of a researcher, the necessity of international co-production support projects, encompassing frameworks like the European Nordic Film TV Fund, Eurimages, and Creative Europe Media, has been underscored. Emphasis is also placed on the creation of shared financial resources and backing for a durable ASEAN-Korea international co-production environment. Key improvement measures proposed include introducing conditional repayment obligations and broadening distribution support. To underpin international co-production, it is vital to ensure stable financial resources, factoring in differential contributions based on economic size and inputs from private partners, as well as implementing a subsidy policy that mandates repayment upon profit generation. Further, providing financial assistance to distributors should be considered to enhance international film distribution and foster the dissemination of cultural values.
