Foreign Direct Investment Policy in Uzbekistan: The Case of Three Industries

국문 초록

본 연구의 주요 목적은 오일 및 가스 산업, 자동차 산업, 섬유 산업 등 우즈베키스탄 3개 산업 발전을 위한 해외직접투자의 역할과 정책을 분석하는데 있다. 현재 우즈베키스탄의 총생산액, 수출, 고용 등에 걸쳐 이 3개 산업이 차지하는 비중은 매우 높다. 따라서 우즈베키스탄 정부는 지속적인 경제성장을 위해 핵심 산업에 대한 적극적인 외국인투자유치정책을 펼치고 있다. 이와 같은 관점에서 특히 본 연구는 이 세 산업 분야에 걸쳐 우즈베키스탄 정부의 외국인투자정책의 우선적 향방을 검토하였다. 우즈베키스탄 정부는 자동차 산업의 국내 생산을 더욱 확대시킬 계획이다. 이를 위해 특히 자동차 부품을 생산하는 외국인 투자자에게 문호를 개방하고 있으며, 최근 자동차 부품 생산의 현지화가 60% 수준에 육박하고 있다. 물론 자동차 산업에서 외국인 투자를 유치하고자 하는 목적은 자동차 산업 경쟁력과 수출능력을 신장시키는데 있다. 자동차 산업에 투자하는 외국기업은 소득세, 소유세, 환경세 등의 면제 등 각종 인센티브와 보장을 받는다. 자동차 생산량 증대를 위해 소득세, 우즈베키스탄 대통령은 “2008 ~2009년 자동차 산업 기업들의 현대화 및 기술적 재정비 프로그램”에 사인하였다. 이 프로그램을 통해 국영기업인 Uzavtosanoat사에 소속된 모든 기업들은 수입 부품과 재료의 등록세를 제외하곤 모든 관세 부과의 면제를 받는다. 물론 자동차 산업에 투자하는 외국기업들은 Uzavtosanoat사와의 합작투자가 우선적 권유 사항이다. 현재 우즈베키스탄의 섬유산업은 면사 국가 생산량의 30% 정도만 가공에 활용하고 있어 이의 신장에 매우 관심이 높다. 따라서 외국기업들에게 섬유산업 분야로의 우선적 투자를 권유하며 다양한 혜택을 제공한다. 특히 완성 의류품의 생산과 수출이 우선적 관심사이다. 우즈베키스탄은 고품질 및 저가격 제품의 생산을 위한 공고한 원자재 기반을 갖추고 있기 때문에 외국인투자에 매력적이다. 또한 국영기업의 민영화와 관련 외국인투자 유치에 관심이 높은데 특히 현대적 기술과 경영방식을 갖춘 외국기업이 우선적 유치대상이다. 이와 관련 외국인기업들은 우즈베키스탄의 거대한 지역 시장 접근과 우즈베키스탄 정부가 관세를 면제하는 여러 국가로의 수출 혜택을 누릴 수 있다. 현재 개발된 오일과 가스의 5% 정도만 연료로의 부가가치 생산에 활용되고 있는 실정이라 우즈베키스탄 정부는 이 수준을 높이는데 매우 큰 관심을 가지고 있다. 따라서 오일 및 가스 산업으로의 외국인투자 유치를 위해 많은 조인트 프로젝트와 각종 혜택을 제공하고 있다. 최종 목표는 원유 자체가 아니라 포티에틸렌, 폴리프로필렌 등 원유 가공 생산과 이들 제품의 수출을 늘리는데 있다. 이에 따라 우즈베키스탄 정부의 권장 분야에 투자하는 외국기업들에게는 각종 세금 면제뿐만 아니라 수입되는 모든 장비와 재료에 대한 관세 혜택이 주어진다. 이를테면 합작투자인 경우 7년간 세금 감면이 이루어지며 그 후부터는 소유세와 배당금 세금을 제외하고 모든 세금에 50%의 감면이 제공된다. 특히 한국과 우즈베키스탄 간의 경제 협력은 매우 급속도로 진전되고 있으며, 현재 한국은 15억 달러에 이르는 투자와 138개의 합작투자 등 해외직접투자와 무역에 있어 가장 큰 파트너 국가 중의 하나다. 최근의 우즈베키스탄의 빠른 경제적 성장과 개방화 정책의 혜택을 십분 활용하기 위해서는 자동차, 섬유, 오일 및 가스 산업 등 우즈베키스탄의 핵심 산업에 대한 한국기업들의 해외직접투자가 필수불가결하다. 따라서 본 연구결과는 우즈베키스탄의 자동차, 섬유, 오일 및 가스 산업에 대한 한국기업의 해외직접투자전략에 일련의 시사점을 제공할 것으로 기대된다.

영문 초록

The main goal of this paper is to analyze the role and significance of foreign direct investments in the three selected industries of Uzbekistan, such as the oil and gas, automobile production and textile industries. These industries currently contribute much to the GDP, exports and employment of the country. Therefore, it was obvious that the Government has a particular program for each selected industry to develop it. Each program involves all aspects in order to develop a selected industry, including foreign direct investment activities. In this regard, this paper particularly attempts to assesses the priority directions of the Uzbekistan government's foreign direct investment policy towards these three industries. The Government of Uzbekistan wants to further localize the production of cars in the country. It, with open arms, welcomes foreign investors who intend to manufacture necessary car inputs and details. Currently, the share of local inputs and details in the whole production of cars has reached 60%. The other main aim attracting foreign investments into the car industry is of course to increase competitiveness of production, as well as to raise the country's exports potential. Foreign investors, in addition to the incentives and guarantees, are granted exemption from the taxes such as income tax on primary activity tax, property tax, ecological tax and some other types of taxes. To boost the volume of automobile output, the President of the Republic of Uzbekistan signed a resolution “On program of modernization and technical re-equipment of enterprises of car industry for 2008~2009”. The program exempts all enterprises of Uzavtosanoat from any custom duties, except registration fees to imported spare parts and materials. As the fully state-owned company Uzavtosanoat is the only regulator of the industry, it is highly recommended to foreign investors to enter the country with a strategy to set up an enterprise as the form of a joint-venture with Uzavtosanoat. At present, the textile industry of Uzbekistan is able to further process only nearly 30% of all the cotton fiber produced in the country. Indeed, the Government considers that the current volume of textile production is very small and the sector needs to be expanded. With a view to stimulating the investment activity in this industry, the Government provides a number of inducements and preferences for foreign investors who plan to devote their assets to the development of textile industry in the Republic. The production and export of ready-made garments are top priorities for the nation. As the textile industry of Uzbekistan has a solid raw-material basis to manufacture high quality and low cost products, all foreign direct investment projects, regardless of their size, have a great chance to succeed in the nation. Furthermore, existing privatization program of large state enterprises in the textile industry encourages upcoming foreign investors who hold needed modern technology and modern management methods. In this regard, foreign companies can have an access to a relatively big regional market and export their products to any country having a number of tax incentives given by the Government of Uzbekistan. As only 5 percent of the extracted raw oil and gas stuff is presently being processed within the country, in fact the Government intends to increase the value-added in the fuel sector. To expand manufacture of finished oil and gas products as well as exploration and extraction of natural gas and oil, the Government offers a number of joint projects to foreign investors. It also aims to increase the share of ready-made oil and gas products in the total exports of the country while decreasing the share of raw stuff.
