국문 초록

본 연구는 경기도지역에서 운영하고 있는 체험홈의 운영프로그램을 분석하여 살펴봄으로써 장애인자립생활센터가 가지고 있는 탈시설의 방향성을 장애학적 관점에서 확인하고자 하였다. 체험홈에서 운영하는 프로그램 내용을 분석하여 실제 탈시설을 지원하고 있는 실태를 파악하고 체험홈 운영관련 기관 및 담당자 모두에게 장애인들의 자립생활 체계를 구축하고 안정적인 탈시설 정책을 추진하기 위한 기초자료를 제시하고자 한다. 이를 위해 유동철 외(2018)가 제시한 탈시설장애인을 위한 단계별 지원서비스 모형에 따라 프로그램들이 탈시설 방향성을 제대로 실현하고 있는지를 평가하였다. 유동철 외(2018)가 제시한‘탈시설장애인을 위한 단계별 지원서비스 모형’으로 분석한 결과, 9개 센터 대부분의 체험홈 프로그램은 탈시설 준비단계와 지역사회전환단계가 혼합된 상태에 머물러 있었고, 체험홈 입소 후 탈시설을 준비하기 위한 자립준비교육은 집합교육의 방법을 통해 성교육, 금전교육 및 요리, 성인권교육 등의 내용으로 진행되고 있었다. 본 연구결과 장애인들의 탈시설-자립생활 정책의 일환으로 진행되는 체험홈 사업은 우리 사회 속에서 장애인들의 자립생활이 제대로 자리 잡을 수 있는지에 대해 많은 의구심을 들게한다. 그들이 누려야 할 당연한 권리를 인식하지 못하고, 차별과 배제의 사회적 분위기를 지속시키는 수준이라고 하면, 실제로는 재활 패러다임에 따라 운영되는 체험홈 사업을 과감히 개혁하여 사회적 모델과 장애학 관점에서 지원이 이루어지도록 바꿀 필요가 있을 것이다.

영문 초록

This study aims to analyze and examine the operation program of the Supported housing operated in Gyeonggi-do Province to confirm the direction of the facilities that the Center for Independent Living for the Disabled has from a disability perspective. To this end, according to the step-by-step support service model for people with disabilities proposed by Yoo Dong-cheol et al. (2018), it was evaluated whether the programs are properly realizing the direction of de-facility. According to the analysis by Yoo Dong-cheol et al. (2018), most of the nine centers experience home programs remained mixed with the stage of preparation and community transition, and self-reliance preparation education was conducted through collective education. As a result of this study, the Supported housing project, which is carried out as part of the disabled people s de-facility-independent living policy, raises many doubts about whether the disabled people s self-reliance can be properly established in our society. If they do not recognize the natural rights they should enjoy and continue the social atmosphere of discrimination and exclusion, they will need to boldly reform the experience home project operated under the rehabilitation paradigm to provide support from a social model and disability perspective.
