영문 초록

This research searched about BARJ that is the third alternative in Juvenile Justice Policy. BARJ is program that attempt compromise of a offender and a victim by Regional Community. Specially, this research focused on following three sides to clear special quality of BARJ. First, discussed relation about country, community, a offender and a victim from pre-modernism age to post-modernism age. Second, After reinterpret existing community, established concept of "Regional community" including Region, interest and cooperation. Third, Examined what precondition that serve that Restorative Justice adapts in Regional community is.
