Based on the development progress of Republic of Korea, this book establishes ‘Korean national development model’ and explains that a strong emotional revolution is required to leap from one stage to next stage of national life-world. For a country to continuously develop forward, politics, governance, policies and even emotions of all people should be integrated to national goals. Therefore, it is very difficult to transfer from one national life-world stage to another. The transition requires a emotional revolution from all people and, to facilitate and guide the evolution, the government should implement strategies that promote people’s emotions. With this book, the author tries to intimately describe the emotional revolution and government reinvention strategies that were successfully implemented during national development of Korea.
The author first thoroughly describes definitions and methods of ‘emotional revolution and reinvention of government’. During this progress, he tries to theoretically define ‘Korean national development model’, ‘national life-world’, ‘emotional revolution’. He developed a model to describe national development progress of Korea based on S-growth curve and categorized the development progress into four stages: nation building period(1945-1970), economic development period(1970-1990), political democratization period(1990-2010), culture/welfare period(2010-present). At each stage of national development, all efforts of a government and people tend to focus on a single national goal to achieve the goal more easily. For a nation to enter a totally new national life-world, to move from one national development stage to another, the nation cannot succeed with ordinary level of efforts but requires strong emotional revolution throughout entire nation. This book deals with revolutions that appeared during national development period of Korea.
Numerous scholars and public officials in developing countries who want to learn national development of Korea show interest in ‘Sae-ma-eul movement’ or ‘economic development plan’. However, with this approach, it is difficult to clearly understand the development progress. By looking at several cases of other nations in the world, there are several nations that achieved nation building to a certain degree but failed to accomplish economic growth, and that showed some economic growth but are far away from political democratization. It was the powerful emotional revolution from the nation and people to leap over each stage that made the national development possible. This book was written with the focus.
What’s different from other books ? Many researchers and public officials talk about Korean development in their own perspectives, but they show limitations of not looking the development in a bird’s view, focusing on few factors. The author prospects the historical development progress as a whole, and classifies and organizes each stages of national development. The model can be utilized as a fine tool to comprehensively analyze and understand national development progress of Korea. Also, when political scientists and public administration scholars explain national development of Korea, they often only exaggeratingly explain organizations or some significant cases such as ‘Sae-ma-eul movement’ and ‘Economic Planning Board’ while they do not allocate their pages to people who are subjects of government policies. On the contrary, through comprehensive and systematic perspective, this book enhances the explanatory power of emotions of government, policies and even those of people. Especially, the book emphasizes that a revolution of people’s emotions should take place in order to transfer from one stage to another and that a government should continuously prepare for the revolution.
