GARRICK, PHD, is an Associate Professor of Environmental Management at the Smith School of Enterprise and the Environment and a Fellow of Green Templeton College. EDMUND C. PENNING-ROWSELL, PHD, is Professor of Geography and Pro Vice-Chancellor at Middlesex University, and a Visiting Academic at the School of Geography and the Environment at the University of Oxford. JIM W.
